As we cannot do anything under existing Regulations
we are exploring the possibility of making a special or compassionate grant. In this connection I would be grateful if you would let me know whether you have had a
similar case, and if so, whether you were able to make an
award. Any award which you may have made was presumably of an ex-gratia nature, from some Fund which you have at your disposal to meet exceptional or distressing cases.
Perhaps you would also be good enough to say whether you have ever contemplated amending your Regulations to cover
a case of this type.
